CONTEXTE DU POSTE/MANDAT
The strategic priority of Oxfam-Quebec¡¦s Volunteer Cooperation Programme (PCV) is to build the capacity of civil society organizations, local authorities and decentralized state structures, in which they work as actors to develop innovative practices in their own environment, to improve the quality of life of civilians, and to promote equality between men and women.
Oxfam-Quebec also strives to support the empowerment of partners for them to better influence development strategies in their own country in order to ensure sustainable solutions for poverty reduction. The capacity of partners to link with external support is crucial to be able to implement projects that contribute to achieve their own objective.
In Vietnam, this strategy is implemented through an action plan that specifically focus on reinforcing partners capacities to fight against poverty and social injustice in order to demonstrate significant positive changes. Oxfam-Quebec in Vietnam is mainly partner with organization working to improve economic justice and equality between women and men.
Vietnam is now a low middle income country developing rapidly. Poverty is overwhelmingly rural, with smallholder agriculture remaining dominant. Government policy is clearly aimed at industrializing the agricultural sector and developing off-farm employment. There are significant concerns about the impact on the environment as well as exacerbating current inequalities.
Partners of Oxfam Quebec are aiming at improving livelihoods of their communities as much as reduce inequalities and discrimination. As part of their mandate, OQC's partners are raising awareness, sharing information and supporting community based initiatives. As such, communication is of great importance in partners' work and the quality of it will most of the time greatly influence the success of the results.
Taking in consideration Oxfam-Quebec's approach to work through partners and build capacities to reinforce their initiatives with Vietnamese communities, OQC is seeking for a communication advisor to support the partners in their work.
The communication advisor will work closely with partners following their objectives and Oxfam-Quebec's strategy and will also involve in support OQC team to produce quality communication material that illustrate OQC works and can be shared to both Vietnamese and Canadian population.
DESCRIPTION DES TACHES
The Communication Advisor supports the development and the implementation of Oxfam-Quebec's partners communication strategy under the supervision of the Regional Representative and in close collaboration with Oxfam-Quebec team (volunteers and local staff):
• Support partners to identify their needs in terms of communication and support them to develop their communication strategy;
• Support partners to increase their capacities to develop IEC material;
• Support partners and OQC (volunteers and employees) to integrate gender and ethnicity into communication material;
• Support partners to improve their communication skills and develop methods to share information in multicultural, multi-language environment;
• Provide training to OQC (volunteers and employees) and partners in using effectively communication tools and ability to share efficiently information;
• Develop communication materials with project officers and coordinates OQC publications while maintaining quality standards: brochures, newsletters, updates information/news on Vietnam on OQC's website, articles, videos, case studies and other general external communications;
• Collaborate with Oxfam communication team to support developing communication and information strategy to increase visibility of partners' work;
• Following Oxfam's communication strategy, provide technical advises on communication and branding issues especially when supporting campaigning initiatives with partners and producing communication material;
• Insure strong linkages between OQC, OQC HQ communication department, OI and partners on campaigning;
• Support OQC in drawing lessons learned from their communication initiatives,
capitalize their experiences and share conclusions among Oxfam in Vietnam and OQC teams;
• Support partners in articulating in texts or newspaper articles South-North links capable of stimulating public involvement;
• Elaborate monitoring, evaluation and learning tools with partners on their communication strategy to measure the impact of their communication material;
• Supporting partners in developing knowledge-based learning;
• Accomplish any other related tasks that might be necessary for the completion of the mandate required by the Regional Representative.
EXIGENCES:
Profil de competences
DIPLOMA
Communications Degree or equivalent
REQUIRED YEARS OF WORK EXPERIENCE
Five years of relevant professional experience
Extensive knowledge of communication both for material production and communication skills
INTERNATIONAL WORK EXPERIENCE
Minimum 3 years international work experiences, experiences in Asia and in Vietnam would be an asset;
Good knowledge of international development, rural development and equality between women and men;
Capacity to work with restricted resources and limited technology.
SPECIFIC SKILLS
Proven experience and knowledge of communication;
Proven skills in training and coaching for adults;
Knowledge of gender and development and gender sensitive approach;
Originality and ability to work in cultural sensitive context;
Knowledge of research and advocacy.
WORKING LANGUAGE
Outstanding written and verbal communication in English;
Priority will be given to persons with Vietnamese language skills.
COMPUTER SKILLS
Office, Outlook and Internet.
OTHER
Ready to travel in different parts of the country.

CONDITIONS:
• Monthly allowance: $US 970;
• Supplementary allowance for a maximum of 2 accompanying dependants (40% for spouse and 25% for a child);
• Return airfare and amount for 2 pieces of supplementary luggage;
• Settling-in allowance;
• Life, disability, health and dental costs insurance;
• Amount for housing costs;
• Most storage and moving costs;
• Resettlement grant upon return to Canada (3600 $ CAN after 2 years)
